John Sinclair Boldt was first elected to Council in 1974 and after the retirement of Councillor Gordon Brown. In 1977, he assumed the chairmanship of the City Council's Reserves and Recreation Committee as well as the Showgrounds Board of Control. He also served on the Palmerston North Arts Council executive committee, the Art Gallery Trust Board and the Manawatu Water Safety Committee. He stood, unsuccessfully, for the mayoralty in 1980.
